This paper presents the findings of a comprehensive literature review to identify evidence on what works to support women entrepreneurs in developing countries. It covers both the evidence of constraints women entrepreneurs are facing and evidence of intervention effectiveness in We-Fi’s four focus areas: access to finance, access to skills and networks, access to markets, and an enabling environment. The review also identifies evidence gaps and highlights research opportunities for each focus area.
The paper’s main contribution is a conceptual and dynamic mapping of the literature, classifying the strength and direction of evidence across various interventions. Revisiting the Evidence Base updates the original 2022 version by reassessing the accuracy of previous ratings in light of new evidence published between 2022 and 2025. It provides a dynamic view of how the literature is evolving, highlights where evidence gaps remain, and is intended as a resource for both researchers and policymakers/practitioners.
Drawing on this framework, We-Fi engages with Implementing Partners, thought leaders, practitioners, researchers, and other stakeholders to fill the most pressing evidence gaps and establish a more evidence-based approach to policy, intervention, and product design to support women entrepreneurs.
