The WE Finance Code and 2X Global are independent, complementary initiatives — not competing standards. One builds the data foundation for women-led SME financing; the other sets the market standard for deploying gender-smart capital across the full investment chain.
The Code and 2X Global operate at different levels of the system. Together they give institutions a complete, credible gender-lens strategy: a Code signatory can grow into 2X Global membership and certification, while a 2X Global member can demonstrate national leadership by signing a Code.
Both frameworks work to move more capital towards women — but they start from different ends of the financial system. 2X Global is a global signatory to the WE Finance Code, formally linking the two.
2X Global
2X Global is an independent, membership-based organisation that sets the global standard for gender-smart investing. It works with institutional investors, development finance institutions (DFIs), fund managers, and financial institutions to mobilise capital that advances gender equality across the full financial supply chain, including women’s ownership, leadership, employment, participation in the supply chain, and protection from gender-based violence and harassment (GBVH).

Closes the sex-disaggregated data gap on WMSME financing. 580+ signatories in 33 countries to date committed to track and report on key indicators annually — aggregated nationally, then globally.

If you measure the gap, you can take actions to close it, so beyond the data, signatories commit to tailored actions to support WMSMEs (products, services, capacity building, research etc).
- Organised by country
National coalitions of local regulators, FSPs and other ecosystem partners drive the National adoption of the Code, embedding the framework in broader country strategies, recruiting signatories, and tracking and reporting progress annually — a floor-plus-aspiration model with a one-year grace period and five-year reporting horizon.
- Sets the investment standard
Provides the technical criteria — the 2X Criteria — that funds, banks and DFIs apply to their own portfolios and reference when assessing gender-lens alignment, backed by a peer community and certification.
- Organised by institution type
Members are grouped globally by category — DFIs/MDBs, asset managers, family offices, corporates — engaging through Summits and Communities of Practice rather than national reporting.
